| La discriminación ha encontrado distintas respuestas en los gobiernos de América Latina, pues algunos de estos han establecido instituciones con el objetivo específico de combatir esta problemática. Para entender la creación de instituciones antidiscriminatorias, esta investigación recupera los casos del INADI de Argentina y del CONAPRED en México. Tomando en cuenta que surgen dentro de transiciones democráticas en sus países, se pretenden explicar los procesos sociopolíticos que les dan origen, observando mecanismos causales similares entre ambos casos: un aumento de recursos de poder entre actores no estatales y el desarrollo de incentivos estratégicos en actores estatales, además del uso del encuadre para orientar diversas demandas en los conceptos de discriminación y no discriminación. Mediante rastreo de procesos se identifican estos mecanismos como elementos que transmiten fuerzas causales del contexto en que se desenvuelven a los resultados concretos. Así, se pone énfasis en cómo los actores aprovechan oportunidades ofrecidas por los propios contextos para crear este tipo de instituciones.
Discrimination has found different responses in the governments of Latin America, as some of these have established institutions with the specific objective of combating this problem. To understand the creation of anti-discriminatory institutions, this research recovers the cases of INADI in Argentina and CONAPRED in Mexico. Taking into account that they arise within democratic transitions in their countries, the aim is to explain the sociopolitical processes that give rise to them, observing similar causal mechanisms between both cases: an increase in power resources between non-state actors and the development of strategic incentives in state actors, in addition to the use of framing to guide various demands in the concepts of discrimination and non-discrimination. By process tracing, these mechanisms are identified as elements that transmit causal forces from the context in which they take place to concrete results. Thus, emphasis is placed on how the actors take advantage of opportunities offered by their own contexts to create this type of institution. | |
