| La presente investigación cualitativa se trata de la construcción de criterios de evaluación para la reducción del problema del acceso inequitativo al agua potable en la Cuenca del Valle de México. Al identificar las causas del acceso desigual al agua potable, se dictaminó la pertinencia de proponer medir los niveles de incidencia de la participación ciudadana en la región y cómo esta fomenta acciones de contrapeso ante practicas elitistas que fomentan este problema público. Así, por medio de la comparación entre sistemas de gestión hídrica en la cuenca, se propone que las acciones de cooperación entre dependencias y fomentar la participación ciudadana a través de la transparencia, rendición de cuentas, vigilancia, evaluación social, coordinación y desempeño de los funcionarios, contribuye a lograr un acceso equitativo al agua.
The qualitative research presented in here, approaches the development of an evaluation criteria that helps in reducing the inequitable access to potable water in the Basin of México´s Valley. By identifying the causes of this public problem, it has been determined to be relevant the proposal for measuring the level of citizen participation incidence and how this activity develop strategies that results in a balance between elite practices of the governments and the needs of the communities. With the comparative methodology between hydric systems of clean water management in the basin, it is proposed that the cooperative activities among public institutions and social organizations, and the encouragement of citizen participation throw instruments as accountability, information transparency, monitoring, social evaluation, the coordination with governmental institutions, reinforces the ability to succeed in having a more equitable clean water system. | |
