| Esta investigación analiza el proceso de institucionalización de la perspectiva de género en la política presupuestal y la participación de actores gubernamentales y de la sociedad civil de la Ciudad de México de 2006 a 2018. El análisis se centra en la creación y sostenibilidad de instituciones con contenidos de género en la política presupuestal y la participación de diferentes actores, que, en forma de red de colaboración, interactúan en espacios de interlocución con determinados intereses y recursos, a fin de acordar y tomar decisiones para alcanzar objetivos, en este caso, la institucionalización del enfoque de género en el proceso presupuestario a nivel subnacional. La investigación -que se apoya en el marco teórico del nuevo institucionalismo, la perspectiva de género y las redes de política pública- permite señalar la importancia de la creación de instituciones en la medida en que éstas definen las reglas del juego tanto en las rutinas como en las coyunturas críticas por las que atraviesan las agendas gubernamentales. Para responder a la pregunta general: ¿Cómo se desarrolló el proceso de institucionalización de la perspectiva de género en la política presupuestal de la Ciudad de México de 2006 a 2018?, la tesis plantea las dimensiones: (1) normativa, (2) técnico-operativa, (3) organizacional y (4) de gasto público y el análisis de la participación de diferentes actores en el establecimiento de relaciones e intercambio de recursos en el proceso de creación de estas instituciones para la igualdad de género. This research analyzes the process of institutionalization of the gender perspective in budget policy and the participation of government actors and civil society in Mexico City from 2006 to 2018. The analysis focuses on the creation and sustainability of institutions with gender content in budget policy and the participation of different actors, who, in the form of a collaboration network, interact in spaces of dialogue with certain interests and resources, in order to agree and make decisions to achieve objectives, in this case, the institutionalization of the gender approach in the budget process at the subnational level. The research - which is based on the theoretical framework of the new institutionalism, the gender perspective and public policy networks - allows us to point out the importance of the creation of institutions to the extent that they define the rules of the game both in routines and in in the critical junctures that government agendas are going through. To answer the general question: How was the process of institutionalization of the gender perspective developed in the budget policy of Mexico City from 2006 to 2018? The thesis raises the dimensions: (1) normative, (2) technical -operative, (3) organizational and (4) public spending and the analysis of the participation of different actors in the establishment of relationships and exchange of resources in the process of creating these institutions for gender equality. | |
