| La presente investigación analiza los factores que incidieron en la obstrucción en Chile de las reformas al Sistema de Pensiones, a pesar de los múltiples diagnósticos que dieron cuenta de sus fallas y una fuerte movilización social en las calles que abogó por cambios estructurales. Para ello se analizó el juego político de los involucrados en el sistema, cuya cooperación fue influida por los intereses de los actores que participaron en él y la distribución de poder entre ellos.
El marco conceptual desde el cual se analizaron los resultados fue el análisis de actores involucrados y la información utilizada provino de entrevistas a representantes o personas vinculadas a representantes de gobierno, a personas de la sociedad civil, documentos y fuentes hemerográficas.
Los hallazgos de la investigación ofrecen evidencia para afirmar lo descrito en la hipótesis, es decir, el fracaso de la reforma al sistema previsional se debió a los factores vinculados con el juego político no cooperativo en que se tramitó, caracterizado por la desigualdad de poder entre los actores, la debilidad del Poder Ejecutivo frente a los que defendieron el status quo y la escasa capacidad de la movilización social para generar cambios en las políticas públicas previsionales. A su vez, la asimetría permitió que las Administradoras de Fondos de Pensiones influyan en los cambios de política pública debido al enorme poder instrumental del que disfrutaron.
The current investigation analyzes the factors that influence the obstruction in Chile of the reforms to the Pension System despite the multiple diagnoses that account for their failures and a growing social mobilization in the streets that advocates structural changes. To this end, the political game of the actors involved in the system was analyzed, whose cooperation is influenced by the interests of the “actors” participating in it and the distribution of power among them. The conceptual framework from which the results are analyzed is the “stakeholder analysis” and the information used comes from interviews with representatives or persons linked to government representatives, interviews with civil society members, documents and newspaper sources. The research findings offer evidence to affirm what is described in the hypothesis. The failure to reform the pension system was due to factors linked to the non-cooperative political game in which it was processed, characterized by the inequality of power among them, the weakness of the Executive Power vis-à-vis those who defended the status quo and the scarce capacity of social mobilization to generate changes in public social security policies. In turn, the asymmetry allowed the Pension Fund Administrators to influence changes in public policy due to the enormous instrumental power they enjoy. | |
